(1) In order to obtain a permit, the following qualifications and infrastructure must be present:-
(a) in the case of individuals,
(1) Nepalese citizens,
(2) Having completed the age of eighteen years,
(3) Having passed at least Proficiency Certificate level or equivalent in computer subject or having equivalent qualification in other subject and having received at least six months of computer related training,
(4) Taking permanent account number according to prevailing law (5) Having the physical infrastructure as specified by the department for the operation of land service center.
(b) In the case of an organization, such organization is registered as a service provider organization according to the prevailing law and has qualified as per sub-sections (1), (2) and (3) of section (a) and has a permanent account number in the name of the organization and as per sub-section (5) having infrastructure,
(c) In the case of local bodies, having the necessary manpower and infrastructure to operate the land service center.
(2) Notwithstanding anything written in sub-section (3) of clause (a) of sub-rule (1), in the case of a legal practitioner or a person who has received a certificate of accounting, the qualification as per that sub-section shall not be required.
